Powers: An unspecified degree of magical ability allowing him to open portals for teleportation and conjure his own pocket dimension. He was also able to absorb a meta-human into technology and then utilize their powers (fire). He has also been granted Aqua kinetic powers on a global scale thanks to the Orichalum allowing him to become water itself and create constructs of himself. It may even hint that his powers allow him to control the ocean itself.

Biography

Devil Ray is an upstart aquatic supervillain and rival of Black Manta. He is a black militant plotting to take over Atlantis for his people. It is suggested that he is in fact the son of Black Manta, making him a half-brother to Teen Titan Aqualad.
