In this fight I believe Storm would win. Although Rainmaker has weather manipulation powers. I’ve never seen them used to the extent Storm has. Storm has stood against massive interdimensional armies, created new abilities including an electric vision that allows her to see eletrical impulses in machines buildings and people, an electric field that makes her mostly immune to telepathy and great unarmed and armed combat skills. Her focus and magnitude of her powers have allowed her to hold her own and in some cases go one on one witb heavy hitters like Magneto. , Thor and Wonder Woman. So I can’t see storm loosing to another weather manipulator unless they can also punch with Superman.

I think Storm would win this fight in terms of their weather manipulation or if went into h2h combat.
Storm has shown more raw power and skill with her weather manipulation than Rainmaker, and has a good history of defeating others wo can mnamipulate and control the same elements. I think Rainmaker will give Storm a good fight but she would lose.
I also don’t think “capable street fighting” best describes Storm’s skill level in h2h. She received training from Achmed El Gibar in her youth and displayed formal comabt techniques (even KO’ing an adult with a chop to the neck), and then the Black Panther as a teenager, extensive training from Wolverine when she joined the X-Men, and she also picked up techniques from Yukio, who is a highly skilled martial artist. I think Storm herself has proven to be a naturally talented and skilled h2h fighter wh commands a mix of various fighting style techniques. I haven’t see anything from Sarah to suggest she could take Storm in this regard either.
